Volvo: Volvo 1996 850 GLT, winter mode, abs system

My 850 has about 89k miles. when driving in wet conditions and cruising at highway speeds, all of a sudden it seems one front drive wheel slows slightly, or stops being driven by the trans, is this the ABS/TRACS system or sensor malfunctioning? The transmission is not in Winter mode.

Most times you can hear the sound of the brakes being applied (ABS) or the Tracs working, do you hear that? Try turning off the Tracs and see if that still happens. If it does unplug the power to the ABS/Tracs Control unit seeing if that stops the slowing of one wheel. If that does not work then look elsewhere for that problem. Read codes in the ABS system and see if that leads to anything. When you unplug the ABS C/unit you will likely set a fault code so check the codes first, and be ready to reset the codes for the power loss to the system.
