Volvo: Volvo wont start, volvo 740 gle, volvo 740

I purchased a 1988 Volvo 740 GLE a couple months ago.  Had been regularly serviced.  It just stopped last week.  When it stopped, I walked to service station and bought some spray (I am writing for husband, do not know the name of spray) and when I sprayed it, the car started just for a second, then quit,  Tried several times, the same thing. Had it towed to house.  I have replaced the rear fuel pump, fuel filter.  Checked relay and there is a humming noise.  There is no juice getting to either pump. I would greatly appreciate your help.

If the fuel pump runs and no fuel is comming out, is the tank pump working? Is there enough gas in the car? Maybe trying to blow into the line to see if it is blocked.
No pumps or fuel maybe the pick up in the distributor is not sending the signal to turn on the pumps.
