Volvo: 89 240GL Fuel System, amp fuse, fuel pump relay


Question
I am having trouble with our 89 240GL. I replaced the fuel pump relay but still have no power to the pump. If I short out the old relay the pump operates fine. there is no power to the 4th fuse down that is for the relay. All the fuses are fine but there must be something between the relay and the battery not giving a signal to close. Please help!!!

there is a heavy red wire coming from battery to the relay , there is a 25 amp fuse under the hood in between, if the fuse is blown , thats the problem, there are a bunch of black wires on top of the engine, these are the computer grounds, check for tightness.
