Volvo: key ignition problem, spring tension, volvo 760

I have a 1990 volvo 760 turbo jet
The key goes into the ignition fine but it will not turn, the wheel is locked. I have tried just about everything to at least free it up but it refuses to budge.
Any suggetions?

sometimes you have to turn the wheel , it might be pretty hard to turn, like as if you don't have power steering type of feeling, then try to turn the key, so see if the wheel will move , if yes , turn it , it might move an inch then try the key, if this doesn't help it might be a lock smith type of problem, either the key has a problem or the lock cylinder has a problem, i would bring the key to a locksmith, (this happened to me once), he filed the key, but this was just after i had it made; are you sure its the right key?

Yes its the right key, but the steering is locked as well as the key wont turn.

without putting key in you must verify if the steering wheel feels like its under spring tension, (even though it is locked it will turn slightly) if it's under spring tension (there is resistance to you turning it AND you are able to move it VERY slightly) put key in and turn it THEN try to turn key after turning wheel as far is it will go (it will be locked still) and holding the wheel then try key.  if this doesn't help you have a lock cylinder problem.
