Driving & Driving Test Tips: Driving test, driving test, stop sign

Dear Sir,
i recently failed a driving test, the reason given that i did not put the car into neutral at a stop sign.
this was my only serious fault.
Is it driving regulation to have the car in neutral at a stop sign, yet not at a red light?
Can you please clarify.

I do not know where yo live but in California that would not be a violation and in fact you should not put the car in neutral at a stop sign because you may have to move to avoid a collision and it is too long to put the vehicle in gear and move when it is safe to do so.
