i have a 1989 toyota v6 5 speed 4 wheel drive that i have been trying to change the fuel filter on and one of the factory bolts that are on either end of the factory filter will not break loose from the fuel line. this is a never changed fuel filter. i need advice on possible ways to get this done.

The first thing to try, is to spray the bolt with a good penetrating oil, and let it sit overnight.  Then try to remove it.  You can use a breaker bar for more leverage, but anytime you have a stuck bolt, there is the chance of breaking it.  If this happens, you may have to drill it and use an easy-out to remove the threaded end, or it may have to be drilled out, and tapped for the next size bolt.  
Remember, WD-40 is not a penetrating oil, but a lubricant.  You can get a good quality penetrating oil at most hardware stores.  Read the labels, and make sure that the instructions specify that it is a true penetrating oil.
