how do i get a title for a car that has been paid for and the d.m.v.says there is still a lein on car

You would have to find out who has the lein and talk to them... you would have to get them to drom the lein if everything has been taken care of. Best bet is to talk to the DMV - find out who is holding the lein - and talk to them. If the reason behind the lein is satisfied.. they should drop it... You will probably end up making a lot of trips to the DMV and back - but it's all you can really do.
