Interesting question; unfortunately, there is no one simple answer, as driver's license regulations vary from state to state.  Here in New York, a driver's license is not an absolute requirement to title and/or register a vehicle, but you do need to provide proper identification.  Ever since 9/11/01, NY (and I'm sure many other states) have made these requirements much stricter.  If you don't have a license, then be prepared to show at least 4-6 documents (social security card, utility bills, credit card, bank statement, etc...) in order to process the needed paperwork.  Check your state's motor-vehicle website for exactly what you'll need.
