Tips on Buying Cars: Never received car title, pa attorney general, notary office

Hello Paul,
I wrote to you a few months ago and you responded on Oct.29, 2010. You told me to wait a little longer and then contact you if problem wasn't solved. Here's my problem again.
I bought a used car from a dealer back on May 22, 2010. He sent me to the tag place next door to him to pay for the registration and transfer of title fees. To date I haven't received either. The woman at tag place (who won't give me her name) says she doesn't know why its taking so long, but she keeps telling me to wait for it. My first temporary registration expired in Sept 2010, next one I got expired in Dec 2010, this current one is good until March 2011. I decided to call the dmv here to see what's going on. They tell me that no one applied for registration or transfer of title. When I inform woman at auto tag place, she insists she did apply and that dmv is just "slow". Another time she said that there were "too many names on the title" and that was causing the problem.
I asked the car dealer to help fix all this. He won't get involved because he says that its her job to handle all the paperwork. Most days when I call this woman, she isn't there and she does not return my phone calls. I recently filed a complaint online with the PA attorney general's office but should I be doing something else in the mean time?

Something is definitely not right here, did you get a receipt from the tag place ?,,, I am happy to note you filed a complaint,,, The woman won't give her name, that's odd, I hope were not into some kind of title fraud.
