Tips on Buying Cars: Seller of car did not put title in his name, civil charges, selling a car

My sister in law bought a car and the seller promised he would have the title by the end of the week.  That was 30 days ago.  She is young and did not know she had to have the title in Alabama to get a tag.  I found out he never had the title changed over into his name and it is still in the name of the person he bought it from.  I have contacted the person he purchased from and him.  If he fails to give title we will file civil charges; however is their also criminal charges for selling a car in Alabama without being the registered owner?  I'm thinking fruad.

first I hope there is no lien involved, if there is then that's the reason for the delay as the lender will have the title. what is happening here is not legal, the seller I think is a curbsider, if you don't know exactly what that means, goggle the word for an explanation.
