Thanks for your question.  I am a little confused by your question.  Are you asking to find out how you can become an auctioneer in the state of Louisiana, or are you asking how you can buy cars at an auction in the state of Louisiana?  If you are trying to buy a car at an auction in LA, you must go through the state of Louisiana's Department of Motor Vehicles.  They can tell you how to get that License.
