Tires: 19.5 questions, rim width, apparent error

I have 1991 International 4654 rollback and it has 6", 6 lug, 19.5 rims.  I have looked around for information on the ability to run 225/70R19.5 tires and have come across conflicting answers.   Such as an article on your own website that I can't seem to make sense of.  Here is the confusing part that I copy and pasted:

I have responded to several folks about making a change and I have suggested that an alternative would be a 225/70R19.5 LR F.  That size has a load carrying capacity of 3640# at 95 psi (dualled: 3415# @95), a width of 8.9" on a 6.75" rim with an allowable rim widtnh range of 6.00" to 6.75", , an overall diameter of 31.9" (highway tread), and a dualled spacing of 10.0"

What does this mean:

1)  If you have a 5.25" or a 6.00" rim, a 225/70R19.5 will not fit.

    The above article seems to be saying initially that the 225/70R19.5 will fit a rim width range of 6.00" to 6.75" then goes on to say that the tire won't fit on a 6.00" rim?  To me that is confusing, could you clarify?   The article was from Barry Smith - 8/21/2009.

My goodness!  A look back in the past.  With an apparent error.

OK, let's examine the first statement - the one about the load carrying capacity.  OK that checks out with the reference book.

What about the second one - the ones taken from the list of 5?  I had to go back to look up the context - and I found out we were talking about an 8R19.5 substitution - and since those tires come on narrower rims and are very, very likely on rims designed specifically for that size - that the wheel offset would be too narrow to accommodate the tire in a dualled fitment.

Admittedly, the wording of my answer is a bit contradictory, and that particular numbered statement should have only included the 5.25 rim width.  I guess I was anticipating the answer about the dualled fitment - which I addressed as point 4.
