Tires: tire balance, smooth road surface, michelin pilot hx

I have an 08 Ford Fusion.  I replaced my worn tires with the same stock Michelin Pilot HX MXM4. My rims do not have the outer flange to mount weight to, so stick on weights are used on the outer, inside diameter of the rim. When I had these rebalanced the tire dealer only put weight on the back side of the rim where there is a flange for tap on weights, no weight was used on the outside were the stick on weights were. This may be good for static balance but is this a proper balance for dynamic ?  Is this good for my tires ?

You are right.  That is good for static balance, but not only does it not address the dynamic balance issue, it may actually aggravate it.

No, it is not good, but since about 60% to 70% of the vibration problem is static, and about 20% to 30% is dynamic balance, with the remaining being tire uniformity (think out of round and you'll not be far off the mark), it is possible that there will not be any vibrations.

My suggestion is to find a smooth road surface and see if there is any vibration in the 50 to 70 mph range.  If there isn't any, then you are good to go.  If not, return to the tire dealer and get them to dynamically balance the tire and rims.  That will require weights to be put on the outboard side.  There are ways to do this, but it's possible the tire shop doesn't have the expertise to do this properly, and you have to find a tire shop who has the expertise.
