Used Cars: Lein, red flags, state plates

QUESTION: I found a vehicle by a private owner who was selling for an amount when i got to go see the car it had out of state plates on it.He said i would have to pay the taxes to get the title transfered over to here.He also said he can sell me the car with the title that he has but he is waiting on lien release papers for me top take to the dmv to gat my name on the title.I am so confused and i am not with scams.Can you tell me how it works.i don't want to pay him and months later i find the car is not paid for.and they come and take it and i am out of the money.Are there any precautions to take and how does this work.

You don't buy a car without making sure there is a clean title.

QUESTION: Thanx Ray. The car has Maryland plates.But the current location is Ohio.I just really didnt understand how this works.So He told me the lien release papers means the car and title is clear.I just wondered why he didnt do all what needs to be done before selling the vehicle.But he needs the money i pay for the vehicle to pay the car off.It justy seems fishy to me.just wanted some insight.If there is no law that protect me then i will walk away.He claims he have a title but i don't think so.

You simply walk away from the deal, buying privately can be very risky unless you really know what your doing.
