Used Cars: Taxes and Title, finance office, dodge

My daughter recently bought a 2005 Dodge Status.  I believe she paid about $5900.  What is confusing us is why it says LP $19,000 on one of the papers she received - tax, license, etc.  We don't know if this cost was used to figure anything.  We are in Iowa.  Any ideas?
