Your car is often left out in the harsh weather elements and typically can put up rather well against the precipitation and wind. However, not all of the car has proper weatherproofing, including the bolts that hold the down the license plate. With the constant exposure to rain and even snow, the bolt can rust, making it extremely difficult to remove.
Hit the bolt gently with a hammer. The hammer can remove rust corroding on the license plate.
Spray WD-40 on the bolt and allow it to sit for a few minutes.
Ignite a propane torch and hold it against the bolt. The torch heats the WD-40 and in turn helps reduce the rust around the bolt.
Tap the bolt again with the hammer in case the bolt hasn't completely loosened its grip on the license tag.
Place a wrench around the bolt and turn it counter-clockwise. Continue rotating the wrench until the bolt comes loose.
