Auto Insurance Claims: loaned auto, primary vs. secondary coverage


Question
I loaned my truck to my neighbor.  He backed into a trailer and did about $2000 damage.  His insurance sent an adjuster but they are still hassling about paying the damage, #1 says he was not a driver on my policy #2 says since I carry collision mine should pay (he also has collision)and says my insurance has to deny they will pay but told my insurance agent to file it on me..  Do I have to file the claim on my insurance or can I expect his insurance to pay?

Sorry for the delayed response.

99% of the time, insurance follows the vehicle.  If you gave permission for your neighbor to use your vehicle, then he/she is a covered driver on your policy primarily.

Secondary insurance is his/her carrier, but only if you don't have insurance.

There are very few exceptions to this rule, so I am confident, your insurance should be the primary carrier for the payment to the damage caused by the permissive use of your vehicle.
