I was in bumper to bumper traffic when I rolled back about 6 inches and barley bumped her now she had no insurance
I was wondering if she was to close or if she does not have insurance who would pay

Hi Lowell,
The fact that she is uninsured has no effect regarding  her legal right to collect property
damage.

Every province has a mandatory insurance law and certain minimum limits to be carried.
In Quebec the minimum limit is $50,000.  In all other provinces, the minimum limit
is $200,000.

When she files a claim against your company for her damages, they will learn that she
is uninsured and make a report to the provincial government.

She may collect a few dollars from your company in damages, but she is going to be
subject to a heavy fine and possible suspension of her drivers license  and suspension of
the plates on her car.
