Auto Insurance Claims: Rear End Accident Coverage, accident coverage, new insurance

My husband was recently the victim of a rear end accident while stopped at a red light. He was hit so hard from behind that he was pushed into and hit the car in front of him. When he contacted his brand new insurance company, they told him, he only had a PIP, meaning he was only covered if he hit someone and was at fault, but for his injury's and to get his car repaired he would have to go after the guy who hit him, and his insurance company. He is relying on the police report to obtain this information, because apparently the woman his car hit, was hysterical and crying so he was focused on her and worried she was going to sue him.
So my first question is, is he at all responsible for repairs to her car, since he was forced into her by the impact from the car that hit him?
My second question is, since the guy who hit my husband was at fault, is his insurance company going to pay to fix our car? And finally if for some reason the guys insurance information is not mentioned in the police report, how can we obtain this information?

Your insurance will cover the damage to the car your husband hit, but his insurance company will go after the guy who hit your husband. And his insurance will pay for the repair of the damage to your husband's car. If the police don't have it, you have the name of that person and his contact information, so you can call him directly and ask for the name of his insurance company.
