QuestionWe have custody of my 16 & 17 year old stepkids in Fl. and have 15 year old twins who only visit from OK every summer, and none of them have permits or licenses. Do I need to add the 15 yr olds after they get their license? and about how much will it be to add the others when they get licensed? for only occasional driving of our suv.

Well, you should add everyone to be "safe". That for course can get expensive. If they are license, you really need to talk to your agent about coverage. Most vehicle polices have a clause called the omnibus clause, This clause all permissive drivers of your car as long as they do not have the vehicle "available" or for "regular use." This can get complicated because if they drive it occasionally, then there might not be coverage. If however, they drive it once and get in an accident, there might be coverage (drive it once).
Again, you can have them listed as drivers and see what it does to your rates. The fact that they do not drive should not affect rates too much, unless they have a car that drive often. Talk to your agent and see what is your best bet to be cover without breaking the bank.
The children that do not live with you probably do not have to be independently listed as they are visitors, but again, talk to your agent.
