If a specific vehicle is covered on an insurance policy, but not the primary driver, and the primary driver lives at a different address than the policy holder, is the vehicle in question covered if it is stolen?

Well, maybe yes, but probably not.

Let me explain.

You insured vehicles, not people (as far was auto policies go). The vehicle is covered regardless where it is (within a stated geographical area – i.e. the U.S.).

Most auto policies (99.9%) allow you (the police holder) to use your car regardless. This will also applies to your family members, however, family member is defined as only people living with you (member of the household). Therefore, your child might not be a family member if she/he lives in another house.

The policy however allows you to lend your car to someone else (other than a member of the household), as a temporary type of thing. If that person as available and regular use of the vehicle, however, the claim is excluded.

So if the primary driver, not leaving at home, has the vehicle under their possession when the car is stolen. There might not be coverage. Primary driver means, by default, that they have the vehicle for available and regular use.
