Auto Insurance Claims: texas insurance, rental coverage, texas insurance

i was told by insurance company that i denied car rental coverage.  when i took my vehicle to repair shop i signed a release form and saw that it stated on the bottom that Texas Law requires auto insurance to pay for rental for a minimum of 30 days.  is this true even though i denied car rental coverage.  can u shed some light on this issue.  thank you

Being in California, I have never seen the form that you refer to.
