Auto Insurance Claims: Parking accident, maughan, insurance info


Question
So I have my SUV parked parallel outside of my apartment, when I looked outside ( i can see my vehicle from my apartment ) and there was a car trying to park in front of me, it looked as if they hit my vehicle. So I stopped what I was doing and went outside, but they were already gone and had finished parking. As I looked at my vehicle I noticed that they are completely solid against my vehicle with their car. They are not touching my bumper but are against the license plate, which I believe is damaged. So I cannot tell if they have done damage to the bumper until they move their vehicle, ( as I know when watching them park they did go back and forth a couple times till they parked ) so my question is, are they liable for damage to my license plate? And when they do move their vehicle, if there is any damage that was not there before are they liable for it? And how do I go about talking to them, what info do I need from them?

Take pictures if it's not too late and write down their plate #.  Get their insurance info if possible and turn it in to your insurance company.  They will pay for any damages and then go after the other driver and insurance company.
