Auto Insurance Claims: Does the insurance company have to file a claim?, lump sum settlement, extreme need

I will try to be simple about this. I was in an auto accident. The other guy ran a red light, hitting my vehicle containing myself and my daughter. I have spoke with their insurance guy personally, i have been told by them that they do not file insurance claims because they "do not do it that way" . I haven't even heard of this type of insurance. (Mennonite Motorist's Aid) I am unable to seek further medical as I am in extreme need, due to the fact I have no cash to pay for the visits and I have no claim number to file for the insurance. Is this legal?

I'm really not sure what you are saying here, but I will do my best.

You should file the claim with the atfault drivers insurance company. However, they will not pay your medical bills as they are incurred. They will only make a one time lump sum settlement with you after all treatment is completed.
