Auto Insurance Claims: Whos at fault, civil liability, rear end

I let a friend of mine drive my car(I wasn't in the car).  He got into an accident where he rear ended the car in front of him, which then hit the car in front of her.  After he hit the car, a van rear ended him.  he was given a citation at the scene for following to closely, but the guy who hit him was not. He was completely stopped when the car rear ended him so it is my belief that the van is liable for the damage to the rear of my car.  Am I right?

It sounds like you are correct; assuming that you're car was still in the lane it started in.  Are you sure that your vehicle didn't end up at an angle with the rear end off to one side or the other?  That could explain why the other driver wasn't cited.  Otherwise, it sounds like flawed logic on the part of the cop.  I wouldn't worry about it though as citations along do not determine civil liability.  I'm sure that your insurance company will pursue this other driver.
