i stopped at a intersection looked both ways and i proceded to make a left hand turn and as i did a car came down the street that did not have a stop sign but was going well over the speed limit prob 50+ in a 25 who is at fault?

I'm afraid that you are at fault for failure to yield.  If there is physical evidence (the damage to the vehicles) or a good witness account of excessive speed on the other driver's part, then your insurance company may be able to assign some comparitive negligence on the part of the other driver (depending on the state).  Also, you may also use that evidence in an attempt to dispute any citation that you may have received.

I will say that if the driver was running over 50 mph when he hit you, then someone would have likely died in the collision and both vehicles would be completely devistated.
