Auto Insurance Claims: auto accident repair estimate from other drivers insurance, dodge caravan, insurance adjuster

I was rear ended, other persons fault, I have no collision, his insurance adjuster visually looked at my vehicle (without bending down or trying rear door) and sent check for $399.00...there is other damage but they said I must have a shop fix the vehicle and they will settle with the shop for hidden damage...I have an written estimate for $600 plus hidden damage probable....I offered to pull the bumper to show the hidden damage and requested a new adjuster..they refused to do any more....I feel my vechile 98 Dodge caravan is worth $2000 dollars, if there is $1000 dollars damage I thought they would total it and I could use the money for a new vehicle, the way they play I would have to get it fixed no matter what? why can't I receive fair compensation? and I make an intelligent decision whether to fix or not..(should I send the check back? should I go to small claims?

If the vehicle is worth $2000 and has $1000 worth of damage, they will not likely total the vehicle.  

Just because the company won't address a supplement unless the vehicle is at a shop doesn't mean that the shop still has to complete the repair.  The check should be made out to you only and then you can tell the shop what to repair or not to repair.
