Auto Insurance Claims: medical offset, PIP offset

I live in Texas and have a personal injury claim; the adjuster is offsetting my settlement by the amount of the pip payment. Is this proper, I realize if this went to court this would be a jury charge and that the award would be based on actual out-of- pocket ecpenses

Offsets are legal, common, and allowed in certain circumstances, but to determine if an offset is proper requires a thorough review of your claim and policy.  I'm sorry I couldn't be of better assistance, but your question is not as simple as it may seem on the surface.  If you are seeking payment from a negligent third party (via their liability carrier), then making an offset for PIP may not be proper / legal, but if you are filing on your own UIM or UM policy, then that's a different story.
