91 BUICK PARK AVE HEATER AND AC CONTROL IN DASH.DO NOT LIGHT UP BUTTONS .I CAN NOT SET HEAT OR AC TOO SET .FUSE IS OK

If your fuse is good, and the button controls are not activating the heat or a/c controls. My next stop would be the plugs in the back of the control head. Make certain that these are tight and making good connection to the terminals. If they are as they should be, then you would need to check them to make certain that there is voltage coming into the control head from them. Does your blower fan work at all? Here is a basic check I have in my literature to check power input to the control head.
If you are facing the plug on the wiring harness, you should read voltage at the far right terminal on the top row, and the 1st and third terminal from the left on the bottom row. These should all read battery voltage. If you have power at all of these points, and it is acting as you describe then I would be willing to say that your control head itself is at fault and needs to be replaced. But before you spend that money, being that I am doing what I can without seeing the car or being able to check it myself, I would recommend you take it to a reputable shop and have them verify that it is a bad control head. I would hate to see you replace it with the same results.

I will need to know the results of these checks so that I can trace the wiring schematics, along with any further information that you are able to provide. Such as... is it a dual zone system where you can set two different temperatures for the passenger and the driver? Does your blower motor work at all? Is it a digital display or analog (the 91 park ave. had both as options from factory)? Anything at all you are able to provide me with will help me assist you better.
