Auto Air Conditioning & Heater Repair: 99 durango a/c, outlet tubes, haynes manual

Question
I am having trouble with my A/C system. It is not cooling very well. I bought a Haynes manual and it said to check my inlet and outlet tubes. The book said that the outlet should be about 2-3 degrees colder than the inlet. Well the inlet is Hot and the outlet is cool. The book doesn't say anything about that.
What is happening is the system will not cool. It blows semi-cool air out some of the time. Any help would be great...thank you.
