Auto body repair & detailing: Paint color change in rain, rear quarter panel, product failure

I bought a used car and a week later it rained all night. In the morning you could clearly see a section on one of the doors and rear quarter panel that were a different color than the rest of the car--looked duller. Oddly enough, washing the car does not have the same effect, but washing does bring out a few whitish-yellowish streaks that go away with drying. What happened so I can make an intelligent argument and know how to get properly fixed? Thanks ZA

Wow, I have never seen or heard of anything quite like this in my over 15 years of experience. My guess would be a defective clear-coat. It is definitely not something that would be maintenance related on your part. It appears that it is definitely a product failure in my opinion.

To repair, I would suggest that the finish be sanded down to the primer coat and then a quality brand urethane sealer, base-coat, and clear-coat be applied.
