Auto body repair & detailing: Silver dollar-sized rust hole in roof of 1995 Explorer, rust hole, rust spot

I have a silver dollar-sized rust hole in the roof of a 1995 Ford Explorer. It is where the luggage rack on the roof attaches near the driver's side.  It appears to be rusted under the luggage rack attachment.  The entire rust spot appears to be baseball-sized.  Can this be repaired without replacing the roof?  Thanks.

 Yes, but probably only at a body shop. It will be quite expensive depending on how close it is to rack mount. It's an old car, is it worth putting in the big bucks? Maybe just a cheap fiber glass job will do. Shop around, ask how much to repair and how they plan on doing the job.
