Auto body repair & detailing: Rust Spot on rear drivers side wheel well, rust spot, rust hole

Hello.  I have a 1999 Ford Taurus SE.  I noticed a dime-sized rust stop directly above the rear driver's side tire.  I am assuming this is called the wheel well.  Upon close examination, I was able to flake away the surface layer paint, thereby removing the rust spot.  I purchased touch-up paint from the dealer but I don't know if I need to apply something to this exposed surface before touching up the paint.  FYI, I am planning on keeping this car for another year and would like to make it look as good as possible without incurring the expense fo taking it to a shop.  I like in Jacksonville, Florida but the car spent the first 5 years in Michigan where it was purchased.  I am the original owner.

carefully scrape away as much rust as possible, and just touch up the spot with the paint. Putting on some sort of etch primer won't give the spot that much more life. I suspect that there may be a rust pin hole starting, and it's what caused the blister. This is a rust hole prone area of the car. If I were in your shoes, I would unload this car before it really starts popping out. Bill
