Auto body repair & detailing: car paint peeling on front bumper of 2004 camry, adhesion promoter, car scratch

got a scratch (about 2 1/2 inches long) couple of days ago on the front bumper passenger side @ the store.  looks like somebody dropped something on our car (scratch is vertical). the scratch is not deep and looks like it can be buffed out but on the bottom tip of the scratch the paint chipped and peeled a little bit (about as big as tip of pencil eraser).  is there something that i can use to prevent it from peeling any further?  i'm more worried about the peeling than the scratch.  almost exactly about a year ago we had the car painted at the dealership (due to scratches from hurricane the year before). couple months after, the paint on the front bumper (around the same area) started peeling by itself, so the dealership re-painted the front bumper. i know it's been about a year and the paint chipped and peeled from a scratch but for some reason i kinda think the scratch shouldn't have made the paint peel(?) i have scratches around the car that's the same as this one (just not that long) that looks like will only need to be buffed out, but for some reason the paint is peeling in the same spot the dealership had to re-fix?  am i being paranoid?  i just want something to stop it from peeling an further.  please let me know.  thanks

there is nothing you can do about the peeling it should not peel. they make an adhesion promoter that is supposed to be sprayed on the bumper first to keep it from peeling i would take it back and have them redo it.the scratch is one thing but the peeling shouldn't happen.
