Auto body repair & detailing: Paint Discoloration, paint surface, deterioration


Question
I recently purchased a used vehicle which had aftermarket wheel-well chrome accents. My intent was to remove them, however, some portions of the wheel-well chrome accents appear to have caused a discoloration of the paint or clearcoat.  Perhaps it was caused by water being trapped between the aftermarket part and the paint surface.  Is there a chemical or process I can use to remove this discoloration?  Thank you in advance.

The wheel well accents protected the paint underneath from the sun, and the rest of the car's color has bleached out from ultraviolet deterioration. There is no repair other that refinishing the panels. You will probably have to refinish the entire sides of the car. Sorry for the bad news, there is no possible way to fade paint artificially. Bill
