Auto body repair & detailing: surface prep, scratch pads, paint gun

88 la baron convert. black exterior. looks like dead layers of paint or clear coat problem. grey,chalky white patches, but still smooth to touch. rubbing/polish compound doe not work. patches on hood, trunk lid, tops of both fenders.  i am not bad with a paint gun, but need help with surface prep.  what do i need to do to prep these surfaces for paint and clear coat?

Chris,
 You will need scratch pads and a solvent wipedown.  First scratch the panels so there are no shiney spots left, then wipe down with the solvent.  You can purchase the wipe down solvent at any auto supplier.  If you cannot find this, you can use rubbing alcohol.  Thoroughly wipe down the panels (to very wet) and dry with paper towels.  And you are ready.
