Automotive Plastics: auto body glue, flare

Question
While travelling about 40 mph in my 2003 Jeep Liberty, I was side-swiped (hit-and-run) by a driver who apparently decided he didn't want to make a lefthand turn after getting out of the lane.  I was not injured, but he did knock loose my front driver side 'flare'.  He sped off before I could talk with him about it, so the repairs will have to come out of my pocket.  It is loose in the front (it appears the bolts have been popped off) but still pretty well attached in the rear.  I am afraid that if I drive too fast, the air flow will 'catch' it and rip it off.  I have an insurance deductible of $1000, and the estimates have been from $1600 to $2000.  There is no time soon that I will have the money to cover the deductible. Currently, the flare is being held to the fender by clear box tape (I thought duct tape, while it would've done the job, would also look a little 'tacky').  The box tape has done a pretty good job for the past two weeks despite the near-zero temps in our area (Upper Michigan).  Is there an auto body adhesive (available to us non-professionals) that I can use to glue the flare back on the fender?

Answer
Hi Kathy, There is no glue nor any adhesive  to replace your metal or plastic fasteners. my suggestion for you is to have the flare removed and send close ups to my mail to try a repair.
manual@bumper2bumperplasticsrepair.com . if repairable I need the plastic code in the back of the flare.
adhesive tape when exposed to sun for a long period will damage the paint. try doing this as soon as possible. thanks
