Auto Parts: brake system, ford taurus gl, pb blaster


Question
I have a 97 ford Taurus GL 3.0 DOHC
I tried to replace the rear brake pad/rotors and found out that there is a aluminum "Valve" to my understanding, it is a switch that locks up the rear brakes when they leave the ground. the problem is that it is rusted up so bad that it locked up my rear brakes all the time and i cannot change the rear brakes. the question is what is the part name and can it be fixed or will it have to be replaced.
P.S I sprayed it with some PB blaster and it did not help. please help me out

    These cars should have conventional electronic ABS.  From what I know, they stopped using this valve system several years before your car was made.  You are going to have to get this item from the dealer, so I would go down there and get them to guide you through the exploded-view diagram and find this item.  Many European cars used these valves, or something just like them.
