Answer
The problem with the seat is probably a relay.  You'll have to look in the owner's manual to find the right one in the box under the hood.  Usually they will use the same relay for a couple of different purposes, so you can probably swap them to see if that's the problem.  If not, then the motor may be burnt out.  You can take the seat apart and disconnect the motor from the drive, then reposition by hand.  It's a giant pain, though.  Getting the panel off of the door is simple.  All around the front, bottom, and side of the door there are little clips that fit into holes in the metal frame of the door.  You pull them out of the holes and the panel is mostly off.  You have to feel very carefully where they are, and use a putty knife or the special tool they sell in auto parts stores.  It is easy to pull the clip out of the fiberboard door panel, and then there's nothing left for it to attach to.  You  will also have to unscrew the supports for the armrest (there are two or three screws, probably hidden behind little covers or way up inside small holes), and the door latch will have to be maneuvered through its hole as you remove the panel.  At the top the panel just clips over the door frame, so once you get the rest loose you lift up the panel and pull it away.  Then you will have to buy some of those accursed plastic window followers and replace the broken one.  It's a cheap and simple system, and it's a bugger to work on.
