Answer
Well, the struts are probably about $250 each installed, and the alignment is generally going to run between $70 and $100, depending on who does it.  Most chain stores will do an alignment and give you a lifetime warranty (handy if you hit a curb and knock it out of alignment).  I would shop around on the strut replacement, since you will need an alignment after they are installed, you should be able to get both at a reasonable price (especially if they know that you are shopping around).  However, I don't know if I would take the guy's word on what is needed to safely drive the car.  Depending on what State he is in, the regular inspection could consist of making sure the lights work, or it could be a one-time-only inspection like we do here in Maryland that ensures a completely safe car at the time of sale.  When I lived in Ohio the inspection was almost non-existent, but I'm sure it's more stringent now.  Don't buy the car or even give a deposit on it without at least driving it around the block.  And, if you know a good mechanic, or even an OK one, get them to look at and listen to the car for you before you buy.  You might have to resign yourself to fixing some stuff, but at least you'll know what you're getting into.  Hyundais of that vintage are very reliable mechanically, at 92,000 miles (if that's true) they're barely broken in (192,000 would be another story, obviously).  Good luck.
