Car Alarms: 99 Explorer security system, alarmtek, dash area

Hi there, I have a '99 Explorer that has been sitting in my garage with a dead battery for a couple of weeks.  I called AAA to come give me a jump but it wouldn't start.  The security button kept blinking when his battery pack was hooked to the car battery. I tried to deactivate it by depressing the unlock button on the keychain but it wouldn't work.  The light kept blinking, so the car wouldn't start because he told me the alarm system wouldn't let it.  He said the solution is to open the panel under the steering wheel and unplug the alarm.  Is this true? And if so, there is a box that reads, "Ford Security System" with a few cable packs leading into it.  Do I need to unplug them all?  I just want to get this right before calling AAA again.  Thank you!

Please be more descriptive if possible.

"GOING OFF?"

I need to determine whether it's a factory alarm
issue or, if it's an aftermarket system you are
dealing with.

Is it: Headlights flashing, car horn honking
and a worded SECURITY" light in the dash flashing?

Or,

is it: flashing parking lights,
an LED in the dash area, and a siren
going off?

Let me know more on this to better
advise you on a course of action
to take.
