Car Alarms: Can not get vehicle to start believe it is a Silencer system., dodge stratus, couple of days

We recently purchased a 1997 Dodge Stratus at an Auction for our Grandson.  Although it gave some difficulty to start we were able to drive it for a couple of days, but then it stopped.  My husband changed the battery, the starter, but still nothing.  Then I notice a key type thing under the dash that said Silencer, and when I Googled it it showed it was some type of starter disabler.  I know you helped someone before that had a Cadillac, but I wasn't sure if the same advice would apply to a Dodge.  Please can you advice as how to disable this device so my grandson can drive his car?

STARTER KILL
Have your husband locate the wires from the Silencer
and then see the pic attached. I want him to do that
work and extract the Silence mechanism and affect
the repair on the starter as shown.

That should correct your after market issue.
Now, as far as Dodge's security goes however
is another point entirely :>(

This vehicle's security from the factory needs a remote
control FROM Dodge to arm and disarm it. If the
key in the drivers door, turned all the way left,
then right to disarm (HORN HONKING, HEADLIGHT FLASHING)
and unlock then work will be needed to make that happen.

Badly designed from the get go, but there you have
it. Hopefully the troubles you are experiencing are from
an after market alarm (Silencer), and it will be
repaired once extracted from the under dash,
and not the Factory system.

Expensive if it's a factory issue I'm afraid.
