Car Alarms: 1999 Honda Civic Enforcer key immobilizer, site search engine, honda civic

I have a 1999 Honda Civic equipped with an "Enforcer" immobilizer. The LED dash board light is solid red and will not turn off even when the immobilizer key is inserted correctly. What's going on? How can I fix this?
