Car Alarms: Car parking lights wont turn off / Horn honks for no reason, toyota camry, alarm button

I have a 1997 Toyota Camry. Even though the light switch is off and the engine is turned off, the parking lights remain 'on'. There is a car factory car alarm, and the 'security' light remains solid red, whether I press the car alarm button to turn it off or on. For no reason, the car horn will honk as if someone is holding it down... steady and loud. I took out the horn fuse to stop the honking. Is there a fuse for the alarm system that I can just remove? How do I fix this?
