Car Alarms: 2000 Galant alarm horn, car alarm installation, alarmtek

Question
There is a separate horn that use to to be activated when the alarm was either armed or disarmed. It does not make any sound now and the voltage present when the alarm is either armed or disarmed is about 1.5 volt dc. Is this the correct voltage and if so where do I purchase another horn?
