Car Alarms: alarm will not shut off, jeep grand cherokee, grand cherokee

have a 98 jeep grand cherokee. the alarm will not shut off  ive treid the door locks and the back deck lid and stil it is on. ive tried to start it and it just starts then shuts back off.  it has the light on the dash flashing and the lights flash and the horn goes off. could you please help me. i have no remote for it.
