Car Alarms: Chapman and Pontiac, automatic door locks, vehicle security systems

Question
Car Alarms: Chapman and Pontiac, automatic door locks, vehicle security systems
Box cover
I own a 1994 Pontiac GTP that has a Chapman Vehicle Security Systems box that was installed prior to my purchase in 1999. I have keyless entry but no remote starting.
I have been having starting issues with my car lately that has acted like the push-button switch under the dash is not making contact, but I know it is as the flashing security light goes out when key is on and I push the button.
When I turn the key to the start position I get this:
-Start solenoid does not engage, but S terminal shows full battery voltage @ 12.5V.
-I can hear relays under the dash clicking. I have verified correct operation of all removable GM relays that are in the starting circuit. At least that I could find. They are in the circuit breaker box on the passenger side under the hood.
-When the problem first started a few months ago, I could use a screwdriver across the S terminal and the battery cable to engage the solenoid %26 starter. Not any more.
-I have had the starter out and checked, it is fine. I replaced the solenoid yesterday when I found full batt voltage at the S term when key in start position. No help.
-I have reset the theftlock on my radio just in case; no help.
-I have tried my spare key, same problem.
-I found the Chapman security box as a source of the under dash clicks. Took off cover and verified that the 3 relays on that board are clicking. Unsure if they are connecting though. I am hesitant to go too far with this part. i don't want to make matters worse.
-I found two 20A fuses in that mess of wires. Both fuses are good. One set off the alarm when replaced.
-Keyless entry and everything still works and resets alarm as normal.
-Motor has never shut-down while running.

Is this Chapman box a stock GM security system? Original window sticker shows:
Standard Equip (among others#;
- Power automatic door locks with unlock %26 relock feature
- Pass-key II theft deterrent
- Power remote deck-lid release
Optional Equip #among others);
- Trip computer
- Remote keyless entry

Please help as I am going nuts trying to figure this out. I have seen that there are enough GM related issues for my problem and have to question if this Chapman unit could be included in these issues.

Thanks?

REPAIR STARTER KILL
Make sure you do the procedure correctly.
Might have missed a step:

PUT IGNITION KEY IN IGNITION,
KEY ON TO JUST BEFORE CRANKING THE ENGINE.
PRESS IN AND HOLD VALET SWITCH
UNTIL YOU GET A RESPONCE
FROM THE ALARM.

KEY OFF.

This should toggle the alarm in and out of
valet/override.

If toggle type switch.
KEY ON, FLIP SWITCH, KEY OFF,
START THE CAR.

Then if no joy, remove the starter kill relay
installed with ther Chapman.
See attached file.

Let me know what you discover.
