Car Alarms: Alarm Override, power checks, jeep wrangler

QUESTION: I just found out that the 97 Jeep Wrangler I purchased in 2001 has a car alarm.  I knew it had one at one time (little red light in dash), but I thought the "guts" had been removed before I purchased the car.  Anyway, car won't start (battery good, no clicking, just nothing when turn the key other than dash lights all on).  One Pep-boys wouldn't touch it because of the alarm, another Pep-boys tested the systems and set it was a bad starter.  I replaced the starter myself, still won't start.  I've pulled the alarm control module out (little black box), but still no luck.  I'm assuming I'm missing something, but not sure.  Still have some wires to follow from some sort of small broken toggle switch, but not sure how to bypass everything to get it started.  Any suggestions?

FIX STARTER  
ANSWER: Likely also has a starter kill relay you missed.
Have a look at the pic attached to see if it is,
and to affect repair.

QUESTION: Thanks for the response.  The picture you included is what I see, except instead of a kill relay, the starter wire was split and run through the alarm module to the ignition switch.  I had already pulled the alarm module and spliced the starter wire back together.  Is there something else I could be missing?  

I'm attaching a picture of the broken toggle switch I mentioned earlier and it has NO wires attached.  It happens to be mounted to a female end of a wiring harness; I don't think it has anything to do with the alarm system, but wanted to make sure (possible computer diagnostic lead?).

I've run power checks to the starter (no power) and to the starter relay (no power); best I can tell.  Looks like I'm narrowing it down to some sort of alarm kill switch, bad ignition switch, or bad clutch pedal switch.

Any suggestions or other things to check on the alarm system?

ANSWER: That's an older style valet override switch.
If the wires are not connected, fugedaboudit.

The starter wire would show 12 volts only when
cranking if you put the 2 free ends together.
If no spark at all, might be another trouble.

But without inspection.....

QUESTION: What's the best way to see if I'm getting the 12volts to the starter wire when cranking?  I took my volt tester, hooked the black to the neg battery post and the red to the yellow starter wire; when I turn the key to the start position, I get nothing.  First, am I doing the test correctly, and secondly, if so would this indicate a bad ignition switch or am I possibly missing something else with the alarm?
