Car Alarms: 01 civic alarm & horn, honda civic ex, fog lights

I have a 2001 Honda Civic Ex. Before I installed my foglights,my alarm
and horn was working. but after installing the fog lights, the horn and alarm stopped working. when I press lock and unlock on the remote, it locks and unlocks with lights flashing but no sound. I have checked the fuse under the hood and dash and they are fine. I remember when installing the fogs, we had to remove the alarm wire because we needed the hole for the fog wires. what we did was tried to connect both the wires together yet it is not working. the alarm and horn has chirped twice since after installing the fogs, but than it would just stop.  please help. I do not want to get charged $95 at Honda. Ty
