Car Alarms: 1998 toyota 4 runner alarm problems, toyota 4 runner, turning the key

Question
while driving the car there was a ticking and then lights - parking & dashlights - began to blink.  Car stopped and once disconnecting the battery and reconnecting - the car started but within 1 min. the problem reoccured.  The car alarm had been going off at random times for the last 3 months but by turning the key on and off it would stop.  These times were absolutly random.
